Regional discussion forum by the Central Luzon Health Research and Development Consortium (CLHRDC)

On August 17, 2017, the Central Luzon Health Research and Development Consortium (CLHRDC) spearheaded the regional discussion forum with the topic “The Challenge of Reaching the Poor with a Continuum of Care” at the Xenia Hotel, Clark, Pampanga. The aim of the forum was to present the 25-year assessment of Philippine Health Sector Performance which was written by the Health Policy Development Program (HPDP) of the UPEcon Foundation Inc. HPDP is a USAID-funded policy support project assisting the DOH ad its attached agencies in implementing universal health care. The report identifies three fundamental weaknesses of the health sector that prevented the improvement of health outcomes namely: fragmentation of service delivery and financing; lack of capacity to manage complex reforms; and small scientific community that generates and translates scientific evidence into policies and programs.

There were four (4) presenters who discussed various topics related to the main topic. The first presenter was Dr. Alejandro Herrin, the Senior Consultant of HPDP who discussed about the Overview of the Health Sector Review and Structural Challenges. The second presenter was Dr. Carlo Panelo, Chief of Party of the HPDP, talked about the Challenges of Reducing Tuberculosis. The third presenter was Dr. Rebecca Ramos, the FP/MNCHN Senior Adviser of HPDP who talked about the Challenge of Reducing Maternal and Neonatal Mortality. And lastly, Dr. Leanne Elain Lu, a Consultant of HPDP discussed about Adopting a Set of Cost-Effective Interventions to Reduce Mortality and Morbidity from Non-Communicable Diseases.

The health forum was attended by various healthcare personnel from various government and non-government organizations as well as from the academe. The Bataan Peninsula State University was represented by Mr. Job D. Paguio, the Chairperson of the Research, Extension and Training Office (RETO) of Balanga Campus and Mrs. Ma. Florinda Rubiano, a faculty researcher from the College of Nursing and Midwifery.
